Liberia Signs Production Sharing Contracts with TotalEnergies for Four (4) Offshore Blocks in the Liberian Basin.
Paris, France — September 16, 2025
The Liberia Petroleum Regulatory Authority (LPRA) today announced the signing of four Production Sharing Contracts (PSCs) with TotalEnergies covering offshore Blocks LB 6, LB 11, LB 17, and LB 29 in the Liberian Basin. The agreements will become effective upon signature by His Excellency President Joseph N. Boakai and ratification by Liberia’s National Legislature.
The signing of the PSCs represents one of the most important foreign investments in Liberia’s oil and gas sector in more than a decade. As one of the world’s largest integrated energy companies, with a proven track record in deepwater exploration across Africa and globally, TotalEnergies’ entry into Liberia signals renewed international confidence in the country’s hydrocarbon potential. At the signing of the agreements in Paris France, Marilyn T. Logan, Director General of LPRA, said,

Ms. Logan furthered that the partnership offers not only potential for resource development but also concrete opportunities for local capacity building, knowledge transfer, and sustainable growth for Liberia.

Background:
These PSCs are Liberia’s first upstream petroleum agreements in more than ten years. They were concluded through under Liberia’s 2024 Licensing Round. The contracts incorporate environmental and social safeguards, transparent revenue management provisions, and robust local content requirements, ensuring Liberians benefit directly from sector growth. TotalEnergies’ participation reduces investment risk in Liberia’s upstream petroleum sector, raises the profile of Liberia’s basin, and lays a foundation for further international interest.
