Liberia Offshore License Round 2020 is Underway!
The Liberia Petroleum Regulatory Authority has announced the launch of its next offshore licensing round, which commenced on the 10th April 2020 and will run up to February 28, 2021. The President of Liberia, in his launch address to over 64 representatives from international and regional oil companies, noted that " the world is undergoing a tremendously turbulent time but with our resilience, tenacity and shared strength, we will defeat this deadly coronavirus. We cannot be discouraged and dismayed because of this scourge but must keep fostering the growth of our nations and business institutions. We will take all precautions and measures to mitigate the impact of the pandemic but must not stop or relinquish the desire to build a nation under a common purpose creating shared economic prosperity. With this vision, I officially launch the 2020 License Round."
The Liberia License Round 2020 is the fourth (4th) in the sequel of bid rounds conducted for offshore blocks since 2001. With three (3) rounds taking place in the Liberia basin where exploration drilling has occurred resulting in geological discovery, the Government of Liberia, through the Liberia Petroleum Regulatory Authority (LPRA), is conducting, for the first time, the 2020 bid round for blocks within the Harper Basin.
Pre-Qualification & Bid Submission
The Liberia License Round, 2020 will be conducted through three main stages: Pre-qualification, Bid Submission, and Bid Evaluation/Award. Companies interested in the license round are required to complete and transmit a letter of expression of interest, fill out the pre-qualification form, and ultimate beneficial ownership form as indicated in Annex 6 of the Tender Protocol for pre-qualification. Expression of Interest for Prequalification, along with the supporting information as required, must be transmitted and received by the LPRA (Authority) from April 10, 2020-October 31, 2020.
The round is being conducted under the objective of attracting investment to Liberia for the continuation of exploration activities in one of the country’s priciest regions. The Authority is principally authorized to conduct technical evaluation of the areas to be opened up for petroleum operations, supervise and manage bid rounds and all other associated processes, enter into petroleum agreements and monitor petroleum operations, supervise petroleum data storage, and assist the Liberia Revenue Authority (LRA) in collecting lawful revenue accruing to the state under all petroleum-related agreements or licenses.
