The New Petroleum Law (Exploration and Production) Act 2014, as amended, authorizes the LPRA to grant the following petroleum rights:
License granted to undertake preliminary petroleum activities for the purpose of acquiring geo-scientific data, including geological, geophysical and geochemical surveys.
Agreements in the form of a contract that authorize a contractor, at its own risk, to conduct petroleum operations, recover cost (in the event of a commercial discovery) and share of production of petroleum between the State and the contractor in accordance with a scale or formula specified in the petroleum agreement.

Direct Negotiation: Direct Negotiation is framed through a 6-phase process following the LPRA’s announcement of a licensing round through Direct Negotiation. Interested investors must satisfactorily complete each phase before transitioning to the next phase. The LPRA notifies applicants about their successful completion of each phase in order to progress, and all approvals and requests to move to the next phase are expressly communicated to the applicants.
