Management Team

The Management Team is charged with the day-to-day operations and management of LPRA. The Team is led by the Director-General and is composed of deputy directors and the chief financial officer (CFO). The Director-General was appointed by the President of Liberia while the deputy directors were selected by the Board of Directors following nominations made by the Director-General.

Director General

Honorable Archie Donmo is an astute banker and debt management economist with over 18 years of top management and professional experience in the private and public sectors. He graduated from the University of Liberia with a BSc degree in economics and possesses several certifications in credit management., debt profiling, debt stock analysis, public debt management, institutional management and growth, contracts negotiation, etc.
He served in many capacities within Ecobank commencing at Branch Head of operations, Branch Manager, Head of Consumer Bank Unit, to Head of Operations Control for the entire Ecobank Liberia operations, managing assets, processes, and systems. He served in this capacity until his preferment by the President of Liberia to serve as Assistant Minister for EXTERNAL Resources at the Ministry of Finance and Development Planning, a position that allowed him to supervise, advise and manage the government debit portfolio as well as solicit and attract foreign aid to the country.
Honorable Donmo possesses unparalleled administrative and leadership skills from his experience managing over 70 staff within the Ecobank and 200 at the ministry of finance and development planning. He understands contracts review and development, resources mobilization and external negotiation, personnel development and institutional strengthening.

Over the last 30 years, Mr. Tarnue has worked as a petroleum geoscientist in both specialist and managerial positions. With a Bachelor degree in geology from the University of Liberia in 1983, he was a beneficiary of a government scholarship to obtain a graduate diploma through a special US-Government program on petroleum exploration within frontier regions.
His career started as a geologist and then rising up to head of the Bureau of Hydrocarbons at the Ministry of Lands Mines and Energy of Liberia in the mid-80s. Due to the civil conflict, he later moved on to a new opportunity as senior petroleum geologist at the Ghana National Petroleum Company (GNPC) working with the exploration team for over 10 years. Following the cessation of the conflict, He relocated to Liberia and worked as Director of Energy at the Ministry while offering geology lectures for a brief period at the University of Liberia. In 2011 he moved on to the National Oil Company of Liberia as Vice President for Technical Services. In this role, he supervised and coordinated the government monitoring program during the drilling of 10 exploration offshore wells. Currently, he provides leadership supervision for the technical services division of the Liberia Petroleum Regulatory Authority supervising the regulation of exploration and production activities of the international oil companies that would be engaged in Liberia’s petroleum exploration program.

Mr. Matthew D. Jallah is a 2012 graduate of the school of Business and Public administration of Cuttington University. He holds a Master of Science degree (MSc) in Oil and Gas management and an advanced IOSH certificate for Managing Safely in the Oil and Gas industry from Coventry University, United Kingdom.
Mr. Jallah previously worked with Dolphin Consultants as Human Resource Director maintaining and enhancing the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. In 2016, Mr. Jallah rose to the rank of Managing partner of Dolphin Consultants before resigning to set up and head Dolphin Construction Ltd between February 2017 and January 2018.
Currently, Mr. Jallah oversees the central administration of the Liberia Petroleum Regulatory Authority (LPRA) providing supervision and coordinating supportive services in procurement and Human Resource divisions.

Mr. David B. Dahn holds a double Masters’ degrees in Business Administration and Information System Management from Strayer University in 2012. He also obtained a BSc degree in Computer Information Systems, Homeland Security and Information Systems Management from the Strayer University in 2010

His Career started as a Component Auditor at IBM in Charlotte NC in 1999. Mr Dahn has over 20 years of working experience in Business management, Homeland Security and the IT Security landscape. He has worked as a District Manager for Lowe’s, Security Director for ST. Paul Department of Transportation in Minnesota, United States Secret Service and Mayo Clinic in Rochester Minnesota.

Mr. Dahn previously worked with the National Oil Company of Liberia from 2012-2015 as an IT Consultant and later employed as IT Specialist. He also developed and implemented the Shareholder Value Measures for improved Security and Productivity/Development for the IT Department at the National Oil Company Liberia (NOCAL). Mr. Dahn’s Focus was also on designing and delivering Security Remediation plans.

Currently, He holds the position as the Deputy Director-General for Operations of the Liberia Petroleum Regulatory Authority (LPRA). He oversees the central Operations of the Authority, and manages all assets of the Authority. Mr. Dahn advises the Director General and the Senior Management Team on all IT Equipments and Softwares that are useful for smooth operations of the Authority.
He also coordinates the General Services, Protection and Security of the Authority’s Facilities
