President Joseph Nyuma Boakai, Sr. on Friday welcomed senior Executives of TotalEnergies to Liberia, as the company prepares to commence offshore petroleum exploration activities in the Liberia Basin.

The engagement follows the successful conclusion of the first Joint Operations Committee (JOC) meeting between the Liberia Petroleum Regulatory Authority (LPRA) and TotalEnergies EP Liberia for LB-06, LB-11, LB-17, and LB-29.

 The JOC serves as the principal governance platform for overseeing the implementation of Production Sharing Contracts (PSCs), ensuring regulatory compliance, and strengthening coordination.

President Boakai reaffirmed the Government of Liberia’s commitment to a stable and predictable investment environment while ensuring that offshore exploration is conducted in line with national development priorities. “Liberia is open for credible investments, and we are committed to strong institutions, clear rules, and partnerships that support sustainable economic growth for our people;” President Boakai said.

TotalEnergies EP Liberia (TEEPLIB) Managing Director, Isabelle DALSACE, reaffirmed TotalEnergies’ commitment to conducting all its activities in line with international best practices, with particular emphasis on safety, environmental protection, and operational excellence. The company outlined its proposed 2026 work program, which includes offshore geochemical surveys, 3D seismic acquisition, and high-resolution seabed mapping.

LPRA Director General Marilyn T. Logan emphasized the importance of strict adherence to regulatory reporting requirements and local content provisions to maximize national benefits and support capacity development for Liberians. “This engagement reflects the progress Liberia has made in strengthening petroleum sector governance and re-establishing itself as a credible frontier exploration destination,” Logan said.

The meeting brought together senior officials from LPRA, TotalEnergies, Ministry Mines and Energy, Ministry of Finance Development Planning and the National Oil Company of Liberia, underscoring a whole-of-government approach to supporting responsible offshore exploration.

The Government of Liberia and TotalEnergies reaffirmed their shared commitment to continued collaboration, open communication, and the safe and transparent advancement of Liberia’s offshore energy potential.

LPRA Commends Liberian Legislature on Offshore Contract Ratification, Affirms
Contractors’ Capacity and Commits to Strict Contract Enforcement

The Liberia Petroleum Regulatory Authority (LPRA) commends the Liberian Legislature for ratifying the petroleum contracts for LB-06, LB-11, LB-17, and LB-29 with TotalEnergies EP Liberia, and LB-15, LB-16, LB-22, and LB-24 with Oranto Petroleum Liberia Limited.

These contracts represent a significant step, in more than a decade, to restart offshore exploration in Liberia. And they are the direct result of President Boakai’s 2024 invitation and pledge to energy companies that Liberia would provide an environment anchored in ethics, law, best practice, and contract enforcement.

Through these contracts Liberia secured—before any discovery—US$27 million in signature bonuses, more than US$14.6 million in surface rentals, and annual payments for training, social programs, customs, and hydrocarbon development. Most IMPORTANTLY, the contracts help Liberia explore for and hopefully find oil.

The LPRA reaffirms confidence in the capacity of both TotalEnergies and Oranto to execute their respective work programs. We equally assure Liberians that this confidence will be matched with oversight. The LPRA will ensure full compliance with all obligations, including work commitments and performance guarantees, while providing the necessary regulatory support—within the bounds of the law—that enable TotalEnergies and Oranto to deliver on their respective commitments.

The LPRA extends appreciation to the Ministry of Justice, the Ministry of Finance, the Ministry of Mines and Energy, the National Oil Company of Liberia (NOCAL), and the Special Presidential Committee on Oil and Gas for the cooperation and strong support it received from the licensing round through negotiations, and ratification.

Building on this collaboration, the LPRA will continue to work with all stakeholders to attract additional operators to Liberia’ and to lay the groundwork for possible discoveries and the long-term economic benefits it comes with for Liberians.

Hon. Marilyn T. Logan, Director General of the LPRA, played host during the meeting and highlighted the crucial role the U.S. Government has played in supporting the LPRA. Marilyn Logan, the Director General of the Liberia Petroleum Regulatory Authority (LPRA), highlighted Liberia’s available oil and gas blocks and upstream investment opportunities at the Invest in African Energy (IAE) reception in London. The event successfully brought together global investors and industry leaders, underscoring the rising interest in Africa’s frontier markets, with Liberia emerging as a key destination for oil and gas exploration and investment.

In her speech, the Director General emphasized the potential of Liberia’s hydrocarbon resources. She named Liberia’s strategic position on the West Africa Transform Margin, which shares geological similarities with the commercially successful Jubilee field in Ghana and the Liza-1 field in Guyana. Major industry players such as ExxonMobil and Chevron have confirmed the presence of a working hydrocarbon system offshore Liberia and recent seismic surveys and data reprocessing indicate the promise of significant reserves in Liberia.

“In addition to Liberia’s prospective hydrocarbon resources, the country offers a competitive fiscal regime, stable governance, zero tolerance for corruption, and a conducive operating environment,” Madam Logan stated. She also announced a newly established fee structure designed to incentivize and reward oil and gas investors with appropriate returns, while ensuring Liberia retains social and economic benefits from oil and gas extraction activities. The Liberian government, according to Madam Logan, has also implemented a robust oil and gas program to create a favorable environment for investments, featuring a streamlined regulatory process and a stable and democratic political climate. 

Liberia has planned an upcoming 2024 Licensing Round which features blocks in the Liberian and Harper Basins, extensively covered by both 2D and 3D seismic surveys. The Harper Basin offers both stratigraphic and structural traps, enhancing the likelihood of discovering significant hydrocarbon deposits. The license round is expected to attract major investors with the expertise and resources and offers incentives for early investors that ensure they yield substantial returns.

NJ Ayuk, Executive Chairman of the African Energy Chamber (AEC), also spoke at the event, acknowledging Liberia’s potential for discovery. “Many years ago, many thought Namibia was an oil man’s graveyard. Today, there are even more prospects in countries like Liberia. The belief coming out of [London] drove exploration in places like Namibia – Liberia could be a replica of that,” Ayuk stated.
